This demonstrates a proactive approach to leveraging existing capacity while planning for future expansion.

Beyond air travel, significant strides have been made in road networks. Most notably, the reconstruction of the Tivat-Jaz Boulevard, an approximately 16-kilometer stretch, is actively progressing. As of early July 2025, asphalt works are advancing on several sections, with a target completion date of January 2026. This major project, funded by a European Bank for Reconstruction and Development (EBRD) loan of over €54 million, aims to improve traffic flow, enhance safety with better pedestrian pathways, and even integrate strategic water infrastructure upgrades. While ongoing roadworks can cause temporary congestion, the long-term benefits in reducing travel times and improving the overall visitor experience are substantial.

These infrastructure initiatives are directly aligned with the Montenegrin government’s strategic tourism development plan for 2022-2025, which explicitly aims to improve infrastructure, alongside enhancing service quality and diversifying tourism offerings. The commitment to projects like the Bar-Boljare Highway (with its completed first section and ongoing work on others) also serves to better connect Tivat with the rest of Montenegro and beyond, facilitating smoother internal travel for tourists.
